Maverick County Hospital District Board to address various legal issues at July 30th meeting

The Maverick County Hospital District (MCHD) Board of Directors are having a regular meeting on Wednesday, July 30, 2014, at the Second Floor Conference Room at the District’s Offices located at 3406 Bob Rogers Drive in Eagle Pass, Texas, addressing a long list of agenda items including several legal issues. The MCHD Board of Directors meeting on July 30th is open to the public.

Under new business, the MCHD Board of Directors are addressing discussion with possible action to request bids for Hospital District Legal Counsel services, an item which was already approved at their June 25, 2014 Board meeting; discussion with possible action to renew Legal Counsel service agreement with Brin & Brin, LLP, a San Antonio, Texas law firm; discussion with possible action for the Board to approve to hire Legal Counsel and Financial Counsel to evaluate the contract between the Hospital District and Universal Health Services, Inc., the parent company of Fort Duncan Regional Medical Center; discussion with possible action to reimburse Maverick County Hospital District business expenses incurred (i.e. Mobile phone allowance and mileage) by Board members; discussion with possible action to renew the Hospital District’s Texas Association of Counties Health Insurance and Benefits Pool; discussion with possible action to approve Order of Election for Other Political Subdivisions; and discussion with possible action of acceptance regarding the Maverick County Appraisal District 2014 Certified Appraisal Tax Roll.

Also under new business, the Board will tackle discussion with possible action to approve acceptance the Hospital District’s Strategic Planning Committee recommendation of the District’s Strategic Plan for Fiscal Year 2014-2015; discussion with possible action to approve Medical Financial Assistance Program Committee’s recommendation to allow clients to reenroll for the program if dropped from the Affordable Care Act Market Place Health Plan insurance provider; discussion with possible action to approve MFAP Committee recommendation to enter into an MOU with the City of Eagle Pass Fire Department/Ambulance Service; discussion with possible action to approve Finance Committee’s recommendation to request bids for Hospital District’s Banking Depository services; discussion with possible action to approve Finance Committee’s recommendation to extend audit firm contract services for the annual fiscal independent audit with Weaver, LLP and go out for bids for the next fiscal year; discussion with possible action to approve Committee recommendations on Ryan White Policies and Memorandum of Understandings; and discussion with possible action to approve request of records of documents and/or audio/video recordings of the Maverick County Hospital District as a Board of Director of MCHD, in particular all written agreements between the Maverick County Hospital District and Universal Health Systems dba Fort Duncan Regional Medical Center from January 1, 2000 to the present.

The MCHD Board also will hear presentations by Fort Duncan Regional Medical Center Chief Executive Officer Richard Prati and Chief Financial Officer Joel Morales regarding the first and second quarters report on uncompensated care and from the Bexar County Department of Community Investment on the Ryan White Program.

Also on the marathon meeting agenda are the presentation of the financial reports for the month of June 2014; the Administrator’s Report; the Committee Reports; the Chairperson’s Docket; an Executive Session to discuss real property and consult with attorney to address certain contracts for Clinic Physicians and the status of the Bibb Street property sale; and an Open Session with possible action regarding the same Executive Session items.
