Eagle Pass Independent School District Teacher Carlos “Charlie” Ruiz arrested by Texas Rangers

Eagle Pass Independent School District teacher, Carlos “Charlie” Ruiz, was arrested by the Texas Rangers on Friday, May 6, 2016 on a warrant of arrest charging him with two criminal violations, including Tampering with or fabricating physical evidence, a third degree felony, and Official Oppression, a Class A Misdemeanor.
Ruiz is a retired Eagle Pass Police Department Police Officer. Ruiz worked 20 years with the Eagle Pass Police Department when he retired in February of 2012.
Ruiz is employed by the Eagle Pass Independent School District as a teacher and an assistant coach of women’s softball at Eagle Pass High School. Ruiz was suspended with pay by the Eagle Pass Independent School District on or about April 14, 2015 after the district received a complaint of misconduct. The Texas Rangers were investigating this complaint.
A person arrested based on a warrant of arrest is presumed innocent until proven guilty in a Court of Law.
It is unknown when Carlos “Charlie” Ruiz will be magistrated and have a bond hearing. Ruiz is charged on State of Texas charges, not federal charges.
