DEA Arrests Eagle Pass Man for Possession of Cocaine With Intent to Distribute

United States Drug Enforcement Agency (DEA) Agents arrested Armando Felan of Eagle Pass, Texas on Friday, April 21, 2017 and charged him with possession of cocaine with intent to distribute before the United States District Court for the Western District of Texas, Del Rio Division, in Del Rio, Texas.
According to the Criminal Complaint’s Affidavit of DEA Agent Allison Yungclas, “Between on or about February 1, 2016, to on or about April 17, 2017, a confidential human source (CS) purchased cocaine from Defendant Armando Felan on three separate occasions. Each of these transactions were consensually recorded by the CS. I have reviewed these audio recordings and confirmed that each one appears to show a narcotics transaction taking place. Each transaction took place at Felan’s residence locate at 1674 Avenida Encuentro in Eagle Pass, Texas in the Western District of Texas.”
The Affidavit of DEA Agent Yungclas further states that “A ’20’ of cocaine is a plastic Baggie containing approximately 0.3 grams of cocaine. Each transaction involved purchasing multiple ’20s’ from Felan: a) During transaction one, the CS purchased twenty-one (21) “20s” of cocaine from Felan, with each “20” costing twenty dollars in United States currency; b) During transaction two, the CS purchased twenty (20) “20s” of cocaine from Felan, with each “20” costing twenty dollars in United States currency; c) During transaction three, the CS purchased ten (10) “20s” of cocaine from Felan, with each “20” costing twenty dollars in United States currency.”
DEA Agent Yungclas further states that “Law enforcement agents working with the DEA and FBI have inspected the substances purchased on each occasion and believe them to contain cocaine based upon their prior training and experience dealing with narcotics. These activities are all violations of Title 21, USC Sections 841(a)(1) and (b)(1)(B)-Possession of Cocaine with Intent to Distribute. Cocaine is a Schedule II Controlled Substance.”
Armando Felan was transported to the Val Verde Correctional Facility-GEO in Del Rio, Texas and presented before a United States Magistrate Judge on Monday, April 24, 2017 for an Initial Appearance. Felan will either retain or have appointed an attorney to represent him against these criminal charges. Felan will have Preliminary and Detention hearings on Thursday, April 27, 2017, at 9:30 A.M. before a United States Magistrate Judge Collis White in Del Rio.
If convicted of these criminal charges, Felan faces up to 20 years of federal prison, a fine of up to $1,000,000, three years of community supervision, and a special assessment of $100.
All persons charged or accused of criminal charges are presumed to be innocent until proven guilty in a court of law.
