Mr. Hicks is originally from San Antonio, TX, has lived in Eagle Pass for 26 years; studied Economics and Real Estate Finance at Texas Tech University.

Scott has been involved in construction for 35 years and Real Estate Development and home building for 26 years; he is also licensed as a Real Estate Inspector.
