Maverick County Commissioner of Precinct 4, Cesar Flores, tendered and read a letter of resignation of his elected County Commissioner post at the Maverick County Commissioners Court meeting held on Thursday, January 31, 2013, at 5 p.m. in Eagle Pass, Texas. Maverick County Judge David Saucedo accepted County Commissioner Cesar Flores’ letter and offer of resignation at the January 31st Commissioners Court meeting effective March 15th.
County Commissioner Cesar Flores has been indicted by a federal grand jury in Del Rio, Texas, on January 16, 2013, charging him with five counts of receiving bribes and is out on bond. An indictment is merely a charge and should not be considered as evidence of guilt. A defendant is presumed innocent until proven guilty in a court of law.
The Eagle Pass Business Journal obtained a copy of County Commissioner Cesar Flores’ letter of resignation and is publishing it in its entirety below.
January 31, 2013
To: The Citizens of Maverick County
This is probably the hardest decision I have ever had to make in my fourteen year public office career, and believe me, there have been some rough times these past few weeks. I have spent one third of my life dedicated to public service but I asked myself a serious question and I know that I had to answer that question with my heart.
I regret to inform the citizens of Maverick County and specifically the residents of Precinct 4 which have entrusted me as their Commissioner for the last fourteen years that I will tender my resignation of Maverick County Commissioner of Precinct 4 effective the 15th of February of 2013. I have been charged by indictment of the Federal Grand Jury with the commission of an offense related to my duties and responsibilities as your Commissioner which I intend to fully contest in a court of law and as the law directs and permits.
It would not be fair or, in my opinion, proper for me to continue to function as your Commissioner with this cloud over my head and the duties and responsibilities that this position requires.
I take this unfortunate opportunity to sincerely thank and appreciate the citizens of Maverick County, specifically the residents of Precinct 4, for my election to this office for the better part of 4 terms for a total of 14 years to this date.
You have honored me in this fashion and I shall be forever grateful. Therefore again, to the citizens of Maverick County, the citizens of Precinct 4 and Commissioners Court as a whole, I hereby tender my resignation of Maverick County Commissioner effective February 15, 2013.
In view of the current allegations I believe wholeheartedly that it is in the best interest of Maverick County for me to no longer serve or participate in Precinct 4.
Thank you and God bless you.
Sincerely,
Cesar Flores
