Maverick County Solid Waste Authority Board of Directors tackle key issues at June 25th Meeting

The Maverick County Solid Waste Authority Board of Directors are scheduled to tackle key issues at its next public Board of Directors meeting on Tuesday, June 25, 2013, at 5:00 P.M. at the Maverick County Commissioners Courtroom, located at 500 Quarry Street, in Eagle Pass, Texas. The Maverick County Solid Waste Authority former Chief Executive Officer and General Manager Hector Daniel Chavez, Jr. suddenly and unexpectedly resigned on January 7, 2013 and was later indicted by a federal grand jury for theft of funds and recently plead guilty to one count of theft of funds for over $62,000 in federal court.
Among the agenda items to be discussed include a status report on the construction of the Maverick County Landfill waste collection Cell No. 2 which is scheduled to be completed in the fall of 2013 after Maverick County Commissioners Court approved the issuance of $3.2 million dollars of Maverick County Bonds for the construction of this Cell No. 2 due to the original Cell No. 1 filling up prematurely ahead of its intended 5-10 years lifespan as a result of the Maverick County Solid Waste Authority contracting with over 30 companies or clients from the Eagle Ford Shale oil and gas play in Southwest Texas to accept their solid waste, earning Maverick County the reputation as the “dumping grounds for the Eagle Ford Shale.” Originally, Maverick County voters approved a one-half cent county sales tax and later millions in Maverick County bonds to construct and operate the Maverick County Landfill for the use and benefit of the County of Maverick, City of Eagle Pass, and the Kickapoo Traditional Tribe of Texas.
Another thorny issue to be discussed and possible action to be taken is the payment to the Maverick County Water Control and Improvement District No. 1 for the wrongful use and taking of water from the District’s lateral canal adjacent to the Maverick County Landfill without paying for it since the opening of the landfill until approximately November of 2012, about a two to two and half year period. The Maverick County Solid Waste Authority Board of Directors will more than likely authorize its new General Manager Mike Castillo to negotiate with the Water District and pay the amount owed for the use of their water.
The Maverick County Solid Waste Authority Board of Directors will also consider and take possible action on the approval of installing three monitoring wells and one gas probe at the Maverick County Landfill as required by the Texas Commission on Environmental Quality Control.
The MCSWA Board will also go into Executive Session to discuss three items and come back into open session to take possible action on these three items, including discussion with their Attorney on the status on the Assistant General Manager position, which became open after former Assistant General Manager Mike Castillo was promoted to General Manager after Hector Daniel Chavez, Jr.’s sudden resignation, discussion with their Attorney regarding the possible approval of the Maverick County Solid Waste Authority’s 2010-2011 financial audit, and the discussion with their Attorney regarding the Maverick County Solid Waste Authority, Inc.’s Inter-Local Governmental Agreement with the County Auditor’s Office.
The Maverick County Solid Waste Authority, Inc.’s Board of Directors Meeting are open to the public and Maverick County citizens are invited to attend the meeting on Tuesday, June 25th, at 5 P.M. at the Maverick County Commissioners Courtroom.
