Carla Mancha-Juarez Named CEO of Brownsville Housing Authority

The Housing Authority of the City of Brownsville, Texas announced that former Eagle Pass Housing Authority Executive Director Carla Mancha-Juarez has been selected as its new Chief Executive Officer after a national search to fill their top post.
Carla Mancha-Juarez served nine years as the Executive Director of the Housing Authority of the City of Eagle Pass, Texas before being named the new Chief Executive Officer of the Brownsville Housing Authority.
A majority of the Eagle Pass Housing Authority Board of Commissioners led by Chairperson Ana B. Gonzalez voted to terminate Carla Mancha-Juarez for cause immediately at an August 22, 2013, Board of Commissioners meeting in a controversial split 4-1 vote. Chairperson Ana B. Gonzalez, Vice-Chairperson Jose Gonzalez, Commissioner Pete Venegas, and Tenant Commissioner Delfina Garza Morales voted in favor of termination while Commissioner Ricardo E. Calderon voted against termination.
Carla Mancha-Juarez stated at the August 22nd meeting that “there had been an indefinite micromanagement involvement by Madam Chair Ana B. Gonzalez, which began last year which has had an effect on the morale of our employees.”
The Brownsville, Texas Housing Authority is larger than the Eagle Pass Housing Authority and offers more programs and services than the local public housing authority. One local citizen commented that “Eagle Pass’ loss is Brownsville’s gain.”
During her administration as Executive Director of the Eagle Pass Housing Authority, Carla Juarez-Mancha garnered the local public housing authority the U.S. Department of Housing and Urban Development’s High Performer Award for eight consecutive years of the Section 8 Housing program and four consecutive years of the Low Rent Public Housing program.
