Eagle Pass Housing Authority Board to address selection of new Executive Director at November 7th meeting

The Eagle Pass Housing Authority Board of Commissioners will hold a special meeting on Thursday, November 7, 2013, at 12 P.M. (Noon) at the El Centenario High-Rise Building Community Room, located at 2095 East Main Street, in Eagle Pass, Texas to address two items on the agenda, including the possible selection of a new Executive Director.
According to the November 7th special board meeting agenda posted on the Eagle Pass Housing Authority’s bulletin board, the Board of Commissioners will go into Executive Session to discuss Item 3-A which states: “Executive Session pursuant to Section 551.071 & 551.074, Chapter 551, Texas Government Code-Consultation with Legal Counsel and Discussion of Personnel Matters-Discuss the compensation and retroactive payment of the Interim Executive Director, Mrs. Eliza Cano, during her period as acting Interim Executive Director of the Eagle Pass Housing Authority; and possible action in Open Session regarding same;” and Item 3-B which states: “Executive Session pursuant to Section 551.071 & 551.074, Chapter 551, Texas Government Code-Consultation with Legal Counsel and Discussion of Personnel Matters-Discuss the selection of the Executive Director and address possible legal inquiries, possible action in Open Session including the formal selection of an Executive Director, the possible setting of a salary and authorize the Board, a representative, and/or Legal Counsel to negotiate terms of employment for formal approval by the Board at a later date.”
The November 7th Board of Commissioners special meeting notice clearly shows the Board will address two issues including the compensation for Interim Executive Director Eliza Cano during her period as Interim Executive Director from August 26th until a new Executive Director comes on board at the Eagle Pass Housing Authority and the possible selection of a new Executive Director and the establishment of or negotiation of a salary with the new Executive Director selected by the Board.
The Eagle Pass Board of Commissioners have been interviewing candidates in special board meetings held on Monday, November 4th, and Tuesday, November 5th, at the Community Room of the El Centenario High-Rise Building according to their agenda notices. A total of 14 candidates applied for the vacant post of Eagle Pass Housing Authority Executive Director, including Eagle Pass City Secretary Maria D. Velasquez, Arturo Delgado, Oscar Moreno Vasquez, Jesus Garcia, Eddie Burnett, Patrick B. Howard, Mark Cary Wesley, Ofelia Calles-Riojas, Cesar Villa, Abelardo Reyes, Jr., Jesus Orlando Botello, Raymundo E. Herrera, Roy Rogers, and Eduardo Aguinaga.
The Eagle Pass Housing Authority Executive Director position became vacant on August 22nd when a majority of the Board of Commissioners terminated for cause effective immediately former Executive Director Carla Juarez-Mancha on a motion made by Vice-Chairman Jose Gonzalez and seconded by Commissioner Delfina Garza Morales and also approved by Chairman Ana B. Gonzalez and Commissioner Pete Venegas while Commissioner Ricardo E. Calderon voted against. The Board of Commissioners appointed long-time Eagle Pass Housing Authority employee Eliza Cano as Interim Executive Director on August 26th at a special meeting.
Former Eagle Pass Housing Authority Executive Director Carla Juarez-Mancha was hired as the new Chief Executive Officer of the Brownsville, Texas Housing Authority by that authority’s Board of Commissioners on October 21, 2013 after a national search.
