Maverick County Hospital District Board to hold Special Meeting on Tuesday, November 12th

The Maverick County Hospital District Board of Trustees is having a Special Meeting on Tuesday, November 12, 2013, at 12 P.M.(Noon) at the MCHD Conference Room located on the second floor of 3406 Bob Rogers Drive in Eagle Pass, Texas to discuss the Bibb Street real property owned by the local hospital district and the 2014 MCHD Employee Retirement Compensation Plan with the Texas County & District Retirement System.
According to the agenda posted at the Maverick County Courthouse Bulletin Board, the special meeting will have a discussion and possible action regarding the Bibb Street property, including a progress report on property evaluation by a professional real estate broker and the status on the posting of a sign for sale or lease, the costs to the MCHD of maintaining the property in absence of a lease, and Administration’s recommendation of a new Interim Lease Agreement with Maverick County; and the discussion and possible action regarding acceptance of the Texas County & District Retirement System Plan for 2014.
At the October 23, 2013 Board of Trustees regular meeting, the Board of Trustees approved to authorize the Executive Director Elcira Bares to offer the Bibb Street property for sale or lease and to place a sign for sale or lease on the property and to advise Maverick County that its $1 a year lease had expired and to vacate the premises. In earlier meetings, the MCHD Board of Trustees have offered Maverick County Judge David Saucedo to purchase or lease the Bibb Street property at market value on behalf of Maverick County in order to preserve the important County offices housed at the property, as well as other valuable non-profit programs. However, Maverick County Judge David Saucedo has expressed that Maverick County is not in a position to purchase the Bibb Street property or lease it at market value. Without any alternatives from Maverick County, the MCHD Board of Trustees decided to place the property for sale or lease at market value because the MCHD has no future plans to use the property for any of its programs and the MCHD has been experiencing financial losses during the past several years, which have required the MCHD to dip into its reserves to balance its deficit-busting budgets. Interestingly, the agenda state’s there is a recommendation of a new Interim Lease Agreement with Maverick County by Administration despite the Board of Trustees previous decision to place the Bibb Street property for sale or lease at market value.
Also at the October 23, 2013 Board meeting, MCHD Chief Executive Officer Elcira Bares discussed the 2014 Texas County & District Retirement System Plan for MCHD employees and recommended reducing the benefits of employees but the Board tabled the item for discussion at its November regular board meeting. It is unknown why the MCHD employees retirement system plan for 2014 is being discussed at this November 12th special meeting instead of the regular board meeting later in the month.
