Guadalupe Cardona announces Candidacy for Maverick County Commissioner Precinct 4
Guadalupe “Lupe” Cardona has authorized the Eagle Pass Business Journal to announce his candidacy for Maverick County Commissioner Precinct 4 in the Democratic Party Primary to be held on Tuesday, March 4, 2014 and early voting to commence on Tuesday, February 18th, through Friday, February 28th, at the City of Eagle Pass Multi-Purpose Center.
Maverick County has never been in worst financial condition than today. Maverick County faces a debt of more than $60 Million and has failed to timely file its 2012 County Audit causing the State of Texas and United States governments from granting the County grants for community development and improvements of infrastructure such as streets, roads, parks, and social services. Maverick County is currently limited to operating on its annual budget on a limited services basis. For too many years and up to today, Maverick County Commissioners Court has operated and managed our community’s limited resources and programs as their personal financial and social services to the detriment of over 56,000 County residents. The time to make a change in leadership of Maverick County is NOW!
As a longtime resident of Precinct 4, I have personally seen and experienced the neglect of the current and past County Commissioners of Precinct 4 with the needs and demands of Precinct 4 residents. As a former public servant with both the City of Eagle Pass as Fire Chief and the County of Maverick Road and Bridge Department as Supervisor, I am intimately familiar and experienced with the needs of Precinct 4 residents and am dedicated to serving the public with their issues, concerns, and programs necessary to improve their quality of life. The current County Commissioner of Precinct 4 has not done anything since he was appointed by his political ally, the County Judge, and is a coog of his political machine. Precinct 4 residents need a Commissioner who will represent their best interests, not the political and economic interests of a self-serving group of politicians.
Maverick County Commissioners Court raised the ad valorem property taxes the past several years except this year because it is an election year. After the election, they will most likely raise the taxes again to pay for their poor decisions and management of Maverick County. The FBI is investigating corruption and bribery in Maverick County and has indicted more than 35 persons and more than 30 of them have already plead guilty and are awaiting sentencing. Maverick County is suffering tremendously from the widespread corruption and bribery investigation by the FBI as many businesses and professionals who are interested in bringing jobs and economic development decide to go elsewhere and the County’s reputation in Austin, Texas and Washington, D.C. has been damaged.
As Commissioner, I would implement strict financial and auditing procedures to prevent corruption and bribery within Maverick County budget and operations. I like for a County Ethics Commission be established with a strict Code of Ethics similar to the City of Eagle Pass. We can not spend more money than what our revenues are on an annual basis. We need a balanced budget and a review of all County positions to determine if they are necessary and eliminate fraud and waste within the County budget. We need a Commissioner who will meet with and listen to the residents of Precinct 4 on a regular basis. All County expenditures must be made to benefit the residents and needed to improve our community’s quality of life. We need to provide affordable public housing for Maverick County residents by re-establishing the Maverick County Housing Authority and promote private and public partnerships in developing affordable public housing and economic development. We need to provide basic services to County residents such as street paving, drainage improvements, public housing, social services, food bank distributions, parks, and an affordable and improved quality of life. We need to provide a future for our children, grandchildren, and other persons and businesses who want to live and invest in Maverick County. Maverick County should also begin working on improving the Maverick County International Memorial Airport and approval of a third International Bridge to attract economic development and jobs to the community while protecting the environment.
Please come out and vote in the March 4th Democratic Party Primary and stand up and make a difference. Vote for a change! I respectfully request your vote and support for County Commissioner Precinct 4.
