Maverick County Hospital District Board to address CEO Recruitment at March 26th Regular Meeting

The Maverick County Hospital District Board of Directors will hold a regular meeting on Wednesday, March 26, 2014, at 12 P.M. at the District’s Second Floor Conference Room, located at 3406 Bob Rogers Drive, in Eagle Pass, Texas, to address several issues including Executive Session items “to discuss personnel matters on CEO recruitment” as well as “consultation with Attorney on pending litigations,” followed by an Open Session “with possible action from Executive Session discussion.” The posted March 26th Meeting Agenda does not list the specific “pending litigations” to be discussed in Executive Session by the MCHD Board and take possible action in Open Session.
MCHD Chief Executive Officer Elcira Bares announced her retirement to the Board of Directors effective March 31, 2014, causing the Board in January 2014 to announce the job opening in local and out of town publications and associations with an application deadline of March 7th. Over 70 candidates applied for the MCHD CEO job opening.
A day before the March 7th application deadline, the MCHD Board majority of Chairman Juan Manuel Farias, Vice-President and Maverick County Treasurer Rito J. Valdez, III, Secretary-Treasurer and United Medical Centers Clinic Manager Humberto Duran, and Joaquin L. Rodriguez voted at the March 6th special meeting in essence to delegate the authority to hire an Interim CEO to MCHD CEO Elcira Bares by meeting with and offering William Worrell, an MCHD employee and Director of the Ryan White HIV Program, the Interim CEO position. Board member Ricardo Calderon opposed stating that Maverick County taxpayers had elected the Board to make these decisions instead of delegating them to others and that the hiring of an Interim CEO only one day before the application deadline would be unfair to the CEO job applicants. The MCHD Board did not personally interview any candidate(s) for the Interim CEO position.
Other items on the March 26th regular meeting include the discussion and possible action to transfer funds in General Funds category to “Restricted Funds” for specific use in the future, an update on Real Estate Request for Bids for the Sale of the Bibb Street property, the presentation of Financial Reports for the months of January and February 2014, the Administrator’s Report, Committee Reports, Chairperson’s Docket, and Visitor Recognition.
The MCHD Board of Directors’ March 26th regular meeting is open to the public.
