History of EPWWS
Eagle Pass Water Works System (EPWWS) has been its own entity since its inception in 1948. The Goal of the City of Eagle Pass Council in 1948 was for the original EPWWS Board of Trustees to keep politics out of basic utility services and to not trade services or the effectiveness of the system by politicizing it.
On October 26, 1948 the Board of Commissioners of the City of Eagle Pass met in a special session. Present were Mayor D.O. Williams, Harry B. Ireland, Commissioner and Pete Rossi, Jr., Commissioner. The Commissioners and Mayor passed an ordinance that authorized and empowered Mayor Williams to sign all legal documents pertaining to the purchase of the Eagle Pass Water Company.
A bond was also passed by the Board of Commissioners authorizing the issuance of the City of Eagle Pass Waterworks System Revenue Bonds in the amount of $600,000 for the purpose of securing funds with which to build, purchase, extend and improve a waterworks system for Eagle Pass and to provide for a Board of Trustees to manage and control said waterworks system.
1948 Ordinance XI
Subject to the provisions and restrictions contained in this ordinance, all of which shall be biding upon the Board of Trustees, the Board of Trustees shall have complete authority and control of the management and operation of the system and the expenditure and application of the revenues of the system.
