William “Billy” Davis Seeks Re-Election to City Council, Place 1

Eagle Pass City Councilman William “Billy” Davis is proud to announce his candidacy for re-election to Place 1 on the Eagle Pass City Council in the May 6, 2023 Election. If re-elected, Davis will continue to concentrate on four major areas: the security and safety of the citizens of our city, the creation of more job opportunities for our residents, increase our quality of life and working to make certain that taxpayer dollars are reinvested in our community and spent wisely.
A well known civic leader and father of four, Davis has served as President of the Eagle Pass Chamber of Commerce for sixteen years, serves on the Board of Governors for the UHS/ Fort Duncan Regional Medical Center, and is a Board Member of the Middle Rio Grande Development Council, serving the nine county region, is a past member and former President of the Eagle Pass Rotary Club, and has served as Vice-President of the Arts Council of Eagle Pass for over twenty years.
One of Billy Davis’ major goals is to make certain all first responders (police, fire and EMT) are properly staffed, have the needed equipment and trained to provide a safe community to our residents. He also plans to work to ensure all involved in economic development are working together to bring more job opportunities to our citizens and investments in Eagle Pass.
Davis is a former high school CTE teacher and is currently the Assistant Director for Career and Technical Education (CTE) for the Eagle Pass Independent School District. He took over his father Henry Davis’ business along with his mother, Davis Used Cars and Parts, following his death in 2003 and has been an active member of our community.
Davis earned a Bachelor’s degree in Business Administration at the University of the Incarnate Word, a Master’s degree in Business Administration from Sul Ross State University-Rio Grande College, and a Master of Science degree in School Administration from Texas A&M International University.
Born and raised in Eagle Pass, Billy has served our community by instructing our children, and he has demonstrated that he possesses the knowledge, skills and abilities necessary to get the job done.
Some of Billy’s accomplishments during his most recent term on the Eagle Pass City Council include:
1. Safety- New City Safety Complex (Police Headquarters and Fire Station); the Renovation and Expansion of the Della Willars Fire Station #2 on Second Street; the Fourth City Fire Station already planned; Upgraded Communication Radios for Police, Upgrading Body Cams for Police, four new motorcycle units, 8 new police units awaiting arrival, new Fire Truck Brush Truck, Fire Fleet Trucks, New Ambulance, and refurbishing of existing Ambulances.
2. Infrastructure-16 miles of repaving and street reconstructed and 25,000 feet of sidewalks ensures student safety to and from school, drainage projects on Roosevelt Street area, Westlakes, DeBona Street, and Arrow Point Subdivision; updated the Flood Master Plan to prioritize other drainage concerns, approved two new side loaders for trash collection, new white fleet unit for public works and the new Public Works Building is currently in the design phase for reconstruction.
3. Quality of Life- Constructed and inaugurated the Patsy Winn Sports Complex, Cruz Antonio Munoz Gymnasium, Via Romel neighborhood park, upgrades and fall zones at all existing parks, new Boys/Girl Club gymnasium will begin construction this Summer 2023, Kelso Park complete renovation, splash pad at Sports Complex, half court at Arch March Park, Bluebonnet Skate Park and upgraded Burr Skate Park, and refurbished the gazebo at San Juan Plaza.
4. Economic Development-Established small business revolving loans and grants programs, continue downtown façade grants, constructed and inaugurated the Eagle Pass Arts and Culture Center, break ground on City’s Business Incubator, workforce grants for people in healthcare careers, brought investment of three new hotels and over six restaurants of which some need to be built with more to be announced in the short term. All of these projects have been completed without raising the tax rate, without cutting any services or staff, allocating pay raises to our City Staff and maintaining a AA Bond Rating and a clear audit, thus proving our efficiency and good judgment on investing city taxpayer monies wisely and prudently.
