Eagle Pass Police Department Arrest Suspect in Fatal Pedestrian-Vehicle Hit and Run Accident

Eagle Pass Police Department Public Affairs Officer Humberto “Beto” Garza, Jr. announced on Wednesday, August 13, 2025 that the Criminal Investigations Division had obtained a warrant of arrest for the alleged suspect driver of the vehicle that fatally struck 45 year old Cynthia Gonzalez Ramos and fled the scene of the accident at the intersection of El Indio Highway (FM 1021) and Bibb Avenue on Sunday, August 10, 2025 at approximately 5:45 a.m.
Garza highlighted the Eagle Pass Police Department Criminal Investigations Division had worked diligently and nonstop with local businesses and eyewitnesses to identify the vehicle and driver of the fatal hit and run accident of August 10th.
Garza announced that on Tuesday, August 12, 2025, the Eagle Pass Police Department Criminal Investigators had obtained a warrant of arrest for 32 year old Alberto Martinez of Eagle Pass, Texas for “Collision Involving Death or Serious Bodily Injury,” a Second Degree Felony under the Texas Penal Code, leading to the confiscation of the alleged vehicle, a 1989 maroon Cadillac sedan, involved in the fatal accident at a residence located in Las Quintas Subdivision.
Investigators learned that Martinez had fled the City of Eagle Pass and immediately issued a bulletin for his warrant of arrest on the National Criminal Investigation Computer, leading to the detention and arrest of Martinez in Flatonia, Texas while en route to Houston, Texas. Two Eagle Pass Police Department Officers traveled to Flatonia, Texas to take custody of Martinez and return him to Eagle Pass.
Martinez has been charged with a second degree felony and is being detained at the Tom Bowles Maverick County Detention Center in Eagle Pass awaiting to be magistrated by a judge. A second degree felony is punishable between 10 to 20 years in prison if the accused is found guilty or pleads guilty of the criminal offense of “Collision involving Death or Serious Bodily Injury.”
Garza noted that Martinez is presumed innocent of the charges until proven guilty in a court at law.
