Maverick County Taxpayer Files Petition for Removal of County Judge

Maverick County taxpayer Gerardo “Jerry” Morales, who coincidentally serves as Maverick County Commissioner Precinct No. 1, filed a Verified Petition for Removal from Office against Maverick County Judge Ramsey English Cantu on Thursday, August 12, 2025 in the 365th Judicial District Court of Maverick County, Texas, alleging that Cantu “has failed to pay property taxes over a period of 10 years plus until 2023” and again is “delinquent as of 2025 for the tax year of 2024 in violation of Texas Tax Code and his duties as a public officer.”
Morales contends that Cantu’s “failure to pay taxes to the very entities he oversees—Maverick County, City of Eagle Pass, and Eagle Pass Independent School District—constitutes a willful disregard for the law and reflects behavior that is unlawful, dishonest, and unethical, all while serving in his official capacity.”
Morales alleges that Cantu’s nonpayment of his ad valorem property taxes for a period of over 10 years as well as for 2024 constitutes “official misconduct” pursuant to Texas Local Government Code Section 87.011(3) and “incompetency” pursuant to Texas Local Government Code Section 87.011(2).
Morales alleges in his petition for removal from office, that Cantu’s “repeated failures to comply with the law, including delinquency in his own financial obligations and potential conflicts of interest while voting on tax-related matters reflect an inability to ethically and competently discharge his duties of County Judge. Respondent’s conduct has damaged public trust and impaired the integrity of the office he holds.”
Morales cites Cantu’s “conduct violate multiple Canons of the Texas Code of Judicial Conduct, including Canon 1 (Integrity), Canon 2A (compliance with the law), Canon 3B (diligence), and Canon 5 (administrative duties).”
Morales is requesting the Court to “order the removal of Ramsey English Cantu from the office of County Judge of Maverick County, Texas and grant him such other relief to which he may be entitled to at law or in equity.
Morales’s filing of the petition for removal from office against Maverick County Judge Ramsey English Cantu stunned the citizens of Maverick County since he currently sits on Maverick County Commissioners Court with Cantu as the County Commissioner for Precinct No. 1.
The Maverick County District Clerk will issue a Citation of Notice of Lawsuit filed against Cantu and have the Maverick County Sheriff serve it upon Cantu. Cantu will have 20 days after being served to file an answer to the petition for removal from office. A court hearing or trial may be held to determine the legal outcome of this petition filed by Morales.
