Southwest Area Regional Transit District Arriba SWART Program Grand Opening Celebrated

Eagle Pass, Texas residents now can enjoy transportation within the City of Eagle Pass, Maverick County, Southwest Texas, and San Antonio through the Southwest Area Regional Transit District (SWART) after the grand opening of its new Arriba SWART on-demand transit service in Eagle Pass.
A grand opening ceremony for SWART’s new Arriba on-demand transit service was held on Wednesday, September 24, 2025 at its offices located at 2050 Veterans Blvd. in Eagle Pass, announced Sarah Hidalgo-Cook, General Manager of SWART.
Over 100 persons attended the grand opening of SWART’s new ARRIBA on-demand transit service with Ms. Hidalgo-Cook as the Master of Ceremony for the event. The grand opening was co-hosted by the Eagle Pass Chamber of Commerce.
Guest speakers at the grand opening included Eagle Pass Chamber of Commerce Board of Director Mike Garcia, Eagle Pass Assistant City Manager Ivan Morua, Texas Transit Association Executive Director Allen Hunter. Ms. Hidalgo-Cook also addressed the audience and thanked them for attending the grand opening.
Guests from both Eagle Pass, southwest Texas, and out of town assisted and enjoyed the exciting and enthusiastic grand opening ceremony, including Texas Department of Transportation’s Public Transportation Coordinator Doris Martinez, Texas Department of Transportation P.T.N. Robbi Smith, Del Rio Transportation Director Rosy Cruz, Eagle Pass Housing Authority Executive Director Mary Velasquez, and representative from the Eagle Pass Water Works System.
Also attending were the dedicated SWART staff including Assistant General Manager Cynthia Rodriguez, Chief Operations Manager Carlos Mallen, Chief Financial Manager Maggie Flores, Safety and Security Manager Juan Rodriguez, Security and Training Technician Frank Villalobos, Reports Technician Elizabeth Martinez, Lead Dispatcher/Scheduler Rosalia Parra, Mobility Management Specialists Juan Centeno and Maria Camacho.
Guests enjoyed a tour of the facilities, transit buses, and refreshments and snacks. A fantastic time was had by everyone who attended the grand opening.
SWART Arriba on-demand transit service will offer free rides within Eagle Pass and Maverick County effective September 25 through January 31, 2026, according to Eagle Pass Chamber of Commerce Board Member Mike Garcia.
