Eagle Pass City Council Approves Hiring of Attorney Ricardo Ramos, Jr. on “As Needed” Basis

The Eagle Pass, Texas City Council unanimously approved Agenda Item No. 10 authorizing the City Manager to execute an agreement with attorney Ricardo Ramos, Jr. for professional legal services “as needed” for an amount not to exceed $60,000 for the 2025-2026 fiscal year at their Tuesday, November 4, 2025 regular meeting.
Ramos is to assist City Attorney Ana Sophia Berain-Garcia with city legal matters on an “as needed” basis. City Attorney Berain-Garcia recently received an amendment to her City Attorney’s employment agreement on September 16, 2025 by the City Council.
The hiring of Ramos now grows the City Attorney staff to two lawyers to handle, counsel, and litigate any city legal issues that may arise at City Hall. City Attorney Berain-Garcia, however, will remain as the principal legal counsel for the City, City Administration, and City Council.
The addition of a second attorney to the City payroll raised eyebrows among local taxpayers and political observers. Taxpayers are genuinely concerned with the City Administration and City Council’s inability to bring to justice the loss of $2.3 million of taxpayers monies arising from the 57 South Music Festival fiasco held during April 5-7, 2024, immediately before the April 8th Solar Eclipse.
City Council retained the professional forensic auditing services of an auditing firm to investigate the source of the $2.3 million loss in the 57 South Music Festival as well as the professional legal services of a law firm to prosecute any individuals or entities liable for the huge loss of Taxpayers’ monies. As of the writing of this article, the City of Eagle Pass has failed to resolve this multi-million loss of taxpayers monies nor hold accountable any individuals or entities responsible for said loss.
Taxpayers are optimistic that one day justice will prevail regarding the loss of the $2.3 million.
