Eagle Pass City Council “Passes” Controversial Puerto Verde Holdings, LLC Proposed Partnership Agreement for Puerto Verde Global Trade Bridge Project, Citizens Request City Council Reject Proposal

A capacity crowd of Eagle Pass and Maverick County citizens attended the City of Eagle Pass, Texas City Council regular meeting on Tuesday, September 1, 2026 to express their staunch opposition to Agenda Item No. 16 regarding the discussion and possible action concerning a new private-public partnership agreement proposed by Puerto Verde Holdings, LLC and its CEO/President Ruben Garibay for the City of Eagle Pass to support and join the private for profit investment group in developing, constructing. and managing the controversial Puerto Verde Global Trade Bridge Project in the densely populated Seco Mines and Hopedale subdivisions north of the Eagle Pass city limits.
All of the citizens who spoke during the Citizens Communications Agenda at the meeting expressed their strong opposition against the proposed partnership agreement between the private investment group Puerto Verde Holdings, LLC and the City of Eagle Pass.
Eagle Pass City Manager Homero Balderas and City Attorney Ana Sofia Garcia stunned the jam packed audience at the meeting by requesting Mayor Aaron Valdez and City Council to “pass” on the controversial Agenda Item 16, which allegedly had been placed on the City Council Meeting Agenda for purposes of “transparency” only, leaving the citizens disappointed, confused, and baffled by said decision. Mayor Aaron Valdez proceeded to announce that Agenda Item 16 was being “passed” from the agenda.
Local citizens who spoke during Citizens Communications encouraged and requested Mayor Valdez and City Council to deny and reject any partnership with Puerto Verde Holdings, LLC and its CEO/President Ruben Garibay.
