Eagle Pass Metropolitan Organization to Amend Transportation Plan to Add Patsy Winn Boulevard Extension

The Eagle Pass Metropolitan Planning Organization Policy Board will hold a special meeting on Monday, September 14, 2026, to consider an amendment affecting the $14.3 million Patsy Winn Boulevard Extension Project and additional funding for the region’s long-range transportation plan.
The meeting is scheduled for noon at Eagle Pass City Hall, located at 100 S. Monroe Street.
The principal item on the agenda is a proposed amendment to the Fiscal Year 2027–2030 Statewide Transportation Improvement Program for the Patsy Winn Boulevard Extension.
According to the agenda, the amendment would revise the project description to accurately reflect its scope and design before its inclusion in the four-year state transportation program. The Policy Board will consider approving Resolution No. MPO 2026-10 following the completion of a required 10-day public review and comment period.
The amendment comes as the long-awaited roadway extension has begun to take shape, with earthwork and sewer installation progressing along the project corridor.
The Eagle Pass City Council awarded the construction contract to A.E. Hiller & Sons, Inc. in May 2026 for a base amount not to exceed approximately $14.3 million. Seven proposals were received through the competitive bidding process.
Additional financial action related to the project was approved by the City Council in July. The council authorized the transfer of up to $3 million from the Ciry’s International Bridge System Fund to the General Fund to advance construction expenses while the city awaits reimbursement through a federal Economic Development Administration grant.
The approximately $3.2 million EDA grant was awarded through the U.S. Department of Commerce in 2022.
City officials have also considered using a low-interest State Infrastructure Bank loan administered by the Texas Department of Transportation to help finance the project.
The project will extend Patsy Winn Boulevard approximately 1.7 miles east to FM 1021, also known as El Indio Highway.
Improvements include two 16-foot travel lanes, curb and gutter work, drainage infrastructure, utilities, grading and a four-foot sidewalk along the west side of the roadway.
The extension is expected to improve access between the Patsy Winn Sports Complex and developing areas on the eastern side of Eagle Pass while supporting future residential, commercial and industrial growth.
Completion is currently projected for May 2027.
The MPO will also consider Resolution No. MPO 2026-09, amending its Fiscal Years 2026 and 2027 Unified Planning Work Program. The amendment would provide additional funding for consultant services supporting the continued development and completion of the Eagle Pass MPO 2050 Metropolitan Transportation Plan.
The agenda does not disclose the amount of additional consultant funding being requested, its funding source or the name of the consultant.
