Eagle Pass’ Patsy Winn Boulevard Extension Begins Taking Shape, Catalyst for Economic Development and Transportation Infrastructure

After years of planning, funding efforts and engineering work, the Patsy Winn Boulevard Extension is beginning to take physical shape as crews move through the first stages of what will become an important new transportation corridor in Eagle Pass.

Since 2015, the City of Eagle Pass and the Winn Family agreed to develop Patsy Winn Boulevard for purposes of improving transportation infrastructure and economic development within the community.

Crews are currently working along the project area, tracing and preparing the future roadway alignment while engineering and design-related work continues to guide construction.

Although much of what is happening during this early phase may not resemble a finished roadway yet, the work represents the beginning of transforming plans drawn on paper into an actual transportation route.

The project carries an estimated construction cost of approximately $14.3 million. The Eagle Pass City Council awarded the construction contract to A.E. Hiller & Sons Inc. in May 2026.

The extension is expected to stretch approximately 1.7 miles and provide another important connection through a developing section of the community.

Construction includes roadway improvements along with drainage, utility, curb and gutter and pedestrian infrastructure.

Mayor Aaron Valdez said the project represents an important investment in the future growth of Eagle Pass.
“Patsy Winn Boulevard is going to provide another important connection for our community while opening opportunities for continued economic development,” Valdez said. “As Eagle Pass continues to grow, we have to make sure that our infrastructure grows with it.

Projects like this improve mobility today while preparing our city for the development and investment that will come tomorrow.”

The project has been years in the making.

In September 2022, the U.S. Economic Development Administration announced a $3.3 million federal investment toward the Patsy Winn Boulevard project. At the time, federal officials said the investment was intended to improve transportation infrastructure while supporting industrial and economic development in Eagle Pass.

Planning, engineering, utility coordination and funding efforts continued during the years that followed before the project reached the construction stage in 2026.

The City has also authorized the use of up to $3 million from the Eagle Pass International Bridge System Fund to help move construction forward while awaiting reimbursement associated with federal funding.

Now the project is becoming increasingly visible.

The initial tracing and preparation of the roadway corridor gives residents an early glimpse of where Patsy Winn Boulevard will eventually run. As crews continue preparing the route and engineering plans are implemented in the field, heavier construction activity is expected to follow.

Once completed, the extension is expected to improve connectivity between FM 1021 and the U.S. 57 and U.S. 277 corridors while providing improved access through the area surrounding the Patsy Winn Sports Complex.

The Patsy Winn Boulevard Extension is also part of a broader period of transportation investment taking place throughout Eagle Pass and Maverick County, including improvements to Loop 480, U.S. 57 and other major transportation corridors.

For now, the lines being established across the project area may appear to be only the beginning.

But after years of planning, funding applications and engineering work, they represent something much larger.

The Patsy Winn Boulevard Extension is moving from the drawing board to the ground, and the future roadway is beginning to become visible.
