Empire Industrial Park Continues Moving Forward, Hosting First Groundbreaking Ceremony October 1

EAGLE PASS — The multi-use Empire Industrial Park continues moving forward on the south side of Eagle Pass as major transportation and infrastructure improvements surrounding the development strengthen an area increasingly positioned for commercial growth and international trade.
Located at the intersection of Loop 480 and FM 1021, also known as El Indio Highway, Empire Industrial Park is being developed as a large-scale industrial and commercial center serving logistics, warehousing, distribution, manufacturing and cross-border trade.
The development markets approximately 1,761 acres of industrial property and is located only a few miles from the Eagle Pass Camino Real International Bridge. Its location along Loop 480 places the development near the primary commercial truck route connecting the Camino Real International Bridge with U.S. Highway 277 and the U.S. Highway 57 corridor.
Empire Industrial Park is hosting its first groundbreaking ceremony of a 136,500 square feet warehouse on an 10 acre tract this Thursday, October 1, 2026 at 5:30 P. M. at 76 Kingdom Drive in Eagle Pass. The first warehouse is being leased to a Fortune 500 company. The groundbreaking is open to the public. State, County and City officials are expected to attend and celebrate the historical groundbreaking ceremony on October 1.
Beyer Junfin, CEO and one of the owners of Empire Industrial Park, has previously pointed to the transformation of transportation infrastructure in the Eagle Pass and Piedras Negras region as an important part of the area’s future.
“We’re seeing how the region’s infrastructure is transforming to respond to the growth of global trade,” Junfin previously said while discussing transportation improvements and the expansion of the Camino Real International Bridge.
Junfin added the first groundbreaking is extremely important for Eagle Pass and Empire Industrial Park’s economic development plans to attract additional trade and commercial development to the community. In the immediate future, more commercial and industrial developments are expected to be announced, said Junfin.
Another piece of that transportation network moved forward this week with the groundbreaking for the final northern segment of Loop 480, estimated to cost $93.7 million.
The approximately 5.9-mile project will complete the remaining connection between the U.S. 57 area and U.S. 277 north of Eagle Pass.
The project is expected to improve the movement of commercial traffic around Eagle Pass and provide greater connectivity between the international bridge system and major highway corridors.
The Loop 480 project comes as other major transportation investments are underway or planned for the Eagle Pass area.
The Camino Real International Bridge is planned for expansion from six to 12 lanes following the issuance of an Amended Presidential Permit in June 2025.
Improvements along the U.S. 57 corridor are also expected to strengthen the highway connection between Eagle Pass and Interstate 35.
Together, the projects represent significant public investment in the transportation infrastructure surrounding an area where Empire is developing its industrial and commercial properties.
Empire’s development plans also include substantial infrastructure within the property itself.
City documents for Eagle Pass Public Improvement District No. 1 show a master plan covering approximately 460.95 acres divided into four improvement areas. Improvement Areas 1 and 2 are identified as being under development while Improvement Areas 3 and 4 are designated for future development.
Infrastructure planned within those areas includes concrete streets, drainage improvements, water and wastewater lines, a wastewater lift station, fire protection infrastructure and storm drainage systems.
Approximately 6,444 feet of roadway improvements are included within the development areas, according to engineering documents filed with the city. Empire Park Drive is planned as a major access route serving several portions of the development with connections to Loop 480.
The project has already attracted a major national business.
Pilot Travel Centers purchased approximately 10 acres within Empire Industrial Park in 2025 for development of a new travel center along El Indio Highway. The facility has since been constructed, providing one of the first major commercial developments within the larger project.
Empire officials have also indicated that additional warehouses, cross-docks and commercial projects are expected as development continues.
The combination of private development and public transportation projects could become increasingly important as Eagle Pass seeks to accommodate growing international commercial traffic and attract additional investment tied to trade with Mexico.
For Empire, the completion of Loop 480 would place the development along a completed highway connection extending from the international bridge corridor toward U.S. 277 and U.S. 57.
Meanwhile, construction of internal streets, utilities and other infrastructure continues to prepare portions of the property for additional development.
The latest activity represents another stage in a project envisioned as a major industrial and logistics development on the south side of Eagle Pass.
As Loop 480, Bridge II and other transportation projects advance, the next phase for Empire Industrial Park will depend on the additional businesses, investment and jobs attracted to the development.
