Lawsuit Seeking Removal of All Maverick County Commissioners Moves Forward in District Court

A legal action seeking the removal of all four Maverick County commissioners moved into its response stage after each commissioner was formally served with an amended petition requesting removal from office, a temporary restraining order and an injunction.

Commissioners Roberto Ruiz, Olga Ramos, Roxi Rios and Yolanda Ramon were all served September 9, 2026, according to information confirmed regarding the case.

The amended petition was filed September 3, 2026 in the 293rd Judicial District Court under Cause No. 26-08-45846-MCV. The citations were issued September 9.

Court records identify the filing as the “Petitioner’s Amended Original Petition for Removal of Maverick County Commissioners, Request for Temporary Restraining Order, Request for Injunction.”

The citation directs the commissioners to appear before the court by filing written answers and identifies Judge Donna S. Rayes of the 293rd Judicial District Court.

Service documents show that Ruiz was personally served during the afternoon of September 9. A separate certificate states that the citation involving Ramon was delivered that afternoon at the commissioner’s official place of business at 500 Quarry Street in Eagle Pass.
It was separately confirmed that Rios and Ramos were also served that day, placing all four commissioners on formal notice of the legal action.

The commissioners must now respond within the period established by the court citations. Each commissioner will have an opportunity to challenge the claims and present any available legal defenses.

The citations warn that if the commissioners or their attorneys fail to file written answers within the required period, default judgments may be entered against them.

This could allow the court to rule without the commissioners first presenting their responses or defenses.

The records reviewed consist of citations and proof-of-service documents. They identify the type of legal relief being requested but do not include the complete amended petition or describe the specific factual allegations being made against each commissioner.

Service of the lawsuit does not remove the commissioners from office, establish that any accusation has been proven or mean the court has granted a temporary restraining order or injunction.
