Special Prosecutor Appointed for Removal Case Against Four Maverick County Commissioners

An outside special prosecuting attorney has been appointed to represent the State of Texas in a legal proceeding seeking the removal of four members of the Maverick County Commissioners Court.
According to an order signed Thursday, September 17, 2026, Margie Silva, district attorney for San Patricio County, was appointed to handle the matter involving the citizens petition for removal of County Commissioners Roberto Ruiz, Olga Ramos, Rosanna Rios and Yolanda Ramon.
The proceeding was filed in the 293rd Judicial District Court under Cause No. 26-08-45846-MCV and is styled as “The Removal of Roberto Ruiz, Olga Ramos, Rosanna Rios and Yolanda Ramon, Commissioners of Maverick County, Texas.”
The order states that the prosecuting attorney with jurisdiction normally serves as counsel for the state in this type of proceeding.
However, the Maverick County district attorney voluntarily recused from the case.
As a result, Sid L. Harle, presiding judge of the Fourth Administrative Judicial Region of Texas, considered the available options and appointed Silva as the prosecuting attorney.
The order gives Silva and her office the opportunity to review or investigate the matter at their discretion. It also grants the appointed prosecutor full authority under state law to proceed with the litigation as she and her office consider appropriate.
The document states that the objective is to bring the matter to a prompt and proper legal resolution in accordance with the rules and procedures governing other civil cases.
The appointment does not constitute a finding that any of the commissioners committed wrongdoing. It authorizes an independent prosecutor to review the allegations and represent the state as the removal proceeding moves through the judicial process.

In a similar petition to remove then Maverick County Judge Ramsey English Cantu, Cantu was temporarily suspended and just days before going to trial resigned his post as county judge. Cantu served as Maverick County Judge together with the four county commissioners now being sought to be removed from office.
