The Eagle Pass Independent School District continues moving forward with its $150 million bond program following approval of several professional service selections and an architectural agreement during Tuesday’s , October 13, 2026 Board of Trustees meeting.
The actions help establish the testing, surveying, design and project oversight services needed as the district prepares to carry out construction and improvements across its campuses.
Trustees approved selecting a firm to provide geotechnical and material testing services for Packages 1 and 2 through the district’s request for qualifications process. These services help evaluate soil conditions and construction materials as projects move through planning and construction.
The board also approved selecting the recommended firm for design-build services associated with Package 3, which covers districtwide improvements.
The design-build approach brings design and construction responsibilities together under a coordinated project delivery process.
Another action approved an owner’s representative for Package 3 and a master services agreement, subject to contract negotiations with the district’s legal counsel. An owner’s representative helps protect the district’s interests by monitoring and coordinating work throughout project development.
For Packages 1 and 2, trustees approved selecting the highest-ranked firm for land surveying services. Surveying provides information about property boundaries, elevations and other site conditions needed for design and construction.
The board also approved the AIA B101-2017 agreement between ERO Architects and EPISD for professional services related to Packages 1 and 2.
Superintendent Samuel Mijares or his designee received authority to sign the necessary contract documents, subject to legal approval.
The approvals advance the professional services framework for the three bond packages outlined in the district’s October 13 meeting agenda.
Voters approved the $150 million bond in the May 2, 2025 election by a narrow margin of 21 votes, with 1,508 ballots cast in favor and 1,487 against. Trustees certified the results on May 12, 2026.
The district’s published bond plan includes new campuses for Kennedy Hall, the Early Childhood Center, Glass Elementary and Graves Elementary. Building additions are also identified for Kirchner Elementary, Benavides Heights Elementary, Seco Mines Elementary and Eagle Pass High School.
Other planned improvements include replacement of the main building’s HVAC system at Eagle Pass High School, chiller replacement and guardhouse relocation at C.C. Winn High School, and additional gyms at several campuses.Safety and accessibility projects include controlled entry points, accessible routes into schools, replacement of public address systems and removal of portable buildings. Roofing improvements are also part of the program.
