The Maverick County Water Control and Improvement District Number One Board of Directors will consider a proposal to list and sell up to 5,000 acre-feet of water during its regular meeting Tuesday, October 13, 2026.
The meeting is scheduled for 5 p.m. at the district office, located at 1622 Maverick Industrial Park Road at Radar Base in Eagle Pass.
According to the posted agenda, the proposed sale would take place through the Rio Grande Valley Water Marketplace to maximize district revenues. The District is facing a financial crisis and requires revenues to remain operating. Board members are scheduled to consult with their attorney in closed session before discussing and possibly acting on the proposal in open session.
The agenda does not specify a potential buyer, sale price or anticipated revenue. It also does not explain how a sale could affect water availability for irrigation of local farmers and ranchers.
The board will also hold a public hearing and consider possible action on a formal grievance submitted by Brenda D. McCalip concerning district governance and board conduct. Previously, McCalip had filed a different complaint against the District and settled for an undisclosed amount. This is a new complaint. McCalip was terminated by the Board on September 8, 2026, but new Board President and Interim General Manager Randy Edwards rehired McCalip as Assistant General Manager against the Board’s previous decision. The grievance is separately listed for attorney consultation in closed session. Details of the allegations are vague and not included in the public meeting notice.
Another item calls for discussion and possible action regarding job qualifications and publication of the district’s general manager position.
Board members will consider approval of the annual financial report for 2025, accounts payable and minutes from the September 8 regular meeting. At an earlier workshop meeting. the District’s Auditor reported the District had lost an estimated $1.2 million in 2025.
The agenda also includes proposed changes to district bank accounts, removing former Board President Eduardo Trevino as an authorized signer and adding newly elected Board President Randal Edwards and Board Treasurer Juan Perez Jr. Several inactive Falcon Bank accounts are proposed for closure.
Juan Carlos Gomez’s request to add 20.40 irrigable acres into the district will also be considered.
The interim general manager’s report will include updates on water levels at Falcon and Amistad reservoirs, crew and project activities, an upcoming workshop and the irrigation schedule.
The proposed water sale and other action items remain subject to board consideration at Tuesday’s meeting.
