The Eagle Pass City Council unanimously approved a resolution during their Wednesday, November 4, 2026 meeting requesting that Eagle Pass be considered as a potential location for a proposed next-generation military installation and seeking support from federal and state officials.
Councilwoman Jessica Rey Ramon presented the initiative after Mayor Aaron Valdez introduced the agenda item and City Manager Homero Balderas turned the presentation over to her.
Ramon said a federal announcement indicated that the Secretary of War was seeking potential locations for a new military base. She proposed that Eagle Pass formally express its interest so the community could be considered if Texas were selected.
Ramon acknowledged that securing the installation would be a difficult undertaking, but said the city should take the opportunity to communicate its interest to elected representatives.
She pointed to the presence of the temporary Eagle Base installation and the community’s military history, including the old Fort Duncan barracks, as reasons to put Eagle Pass forward. She also highlighted the city’s location along the international border.
Ramon said a military installation could bring a substantial positive economic impact to Eagle Pass. Her proposal called for an official letter on behalf of the city expressing its willingness to be considered.
During the presentation, officials also discussed the community’s history of military facilities and the potential economic benefits of attracting a new installation.
The resolution established the council’s support for seeking consideration and requesting advocacy from state and federal representatives. The discussion emphasized positioning Eagle Pass as an interested community if Texas advanced in the selection process.
The military branch associated with the proposed installation had not been identified during the presentation. When the question arose about whether the facility would be an Army or Air Force base, the response indicated that those details were not yet available.
Mayor Pro Tem William Billy Davis made the motion to approve the resolution, and Councilman Mario Garcia seconded it.
Valdez, Davis, Ramon, Councilman Elias Diaz and Garcia voted in favor, approving the measure unanimously.
