State Representative for Texas House District 74 Eddie Morales announced on Thursday, November 5, 2026 that he has officially filed for speaker of the Texas House of Representatives, outlining a bid focused on giving every district a voice and addressing the different needs of communities across the state.
In his announcement, Morales said he seeks to place House members and the communities they represent at the center of the chamber’s work. He pledged that, if elected speaker, he would work to ensure every member’s district has a voice.
Morales, an Eagle Pass Democrat, was first elected in November 2020 and took office on January 12, 2021. He has served three consecutive legislative terms beginning in 2021, 2023 and 2025.
His legislative record includes House Bill 1022, which he authored in 2025 to expand access to higher education through Sul Ross State University. The law authorized lower-division courses at the university’s Eagle Pass, Del Rio and Uvalde locations beginning in January 2026, allowing students to pursue more of their undergraduate education close to home. Previously, those locations were restricted to upper-level coursework.
Morales also authored House Bill 1330, enacted in 2023, which authorized qualifying small border counties to establish grant programs for public improvement projects in unincorporated communities. Eligible projects include roads, water systems, wastewater facilities and drainage improvements.
In announcing his speaker bid, Morales pointed to his upbringing as the foundation for his belief in opportunity. Born in Piedras Negras, Mexico, and raised in a colonia, he began working at his family’s tortilla factory at age 12.
He connected those experiences to his belief in the Texas Dream and the importance of providing opportunities for all Texans.
Morales said he looks forward to earning his colleagues’ votes and trust while working to deliver results across Texas.
He also stressed that the state’s regions have different needs and that House members share a responsibility to make the chamber work for all communities.
